The 80th Session of the Executive Committee and the 45th Conference of Presidents of National Parliamentary Assemblies of African the Parliamentary Union (APU) take place from the 11th to the 15th of December 2023, in Abidjan (Côte d’Ivoire) is focusing on combating insecurity and terrorism, factors of political instability and recession, and the development of intra-African trade with a view to the effective implementation of the African regional integration.
The President of the African Parliamentary Union, Hon. Mabel Chinomona is attending the 80th Session of the Executive Committee and the 45th Conference of Presidents of National Parliamentary Assemblies of the African Parliamentary Union is being accompanied by the Deputy Speaker of the National Assembly, Hon. Tsitsi Gezi, Hon. S. Matsunga (MP) and Hon. T. Karimazondo (MP).
In her opening speech, Hon Chinomona said Niger was initially poised to host the conference and the related meetings. However, due to unforeseen events that led to the unfortunate dissolution of the National Assembly, organisers were compelled to urgently seek an alternative venue. She applauded the Ivorian Parliament, who upon being apprised of this dire situation, promptly rose to the occasion and offered to host the conference in Abidjan. This was a remarkable gesture of solidarity and generosity, for which the APU is immensely grateful.
“We are gathered here today as African parliamentarians, with unwavering enthusiasm and steadfast commitment, to foster dialogue, enhance parliamentary cooperation, exchange experiences, harmonize our positions on the challenges facing our continent, and reinforce our commitment to promoting peace and democracy in Africa.
“Our gatherings hold a unique quality, as they provide an opportunity for mutual enrichment and emphasize the camaraderie and dialogue inherent within Africa, which underpin the values of our organization. This spirit should pervade our proceedings, fortifying our resilience in an international landscape rife with challenges,” Hon Chinomona said.
The 45th Executive Committee Session shall scrutinize and review the implementation of the recommendations and the work program adopted at the 44th conference. This is critical to ensure that it remains on track to achieving its objectives and to execute immediate and appropriate corrective action where there are deviations. Additionally, the Executive Committee, as mandated by the statutes, shall consider and address the financial matters concerning the Union.
While on the issue of finances, which are critical not only to the sustainability of the organization, but also to the fulfillment of its broad mandate, Hon Chinomona reiterated APU’s profound thanks to all member parliaments for their timely settlement of annual mandatory member contributions. In the same vein, she applauded member countries for their active participation and robust contributions that are vital for the organization to make an impact on the continent.
“However, I urge the parliaments that have yet to fulfill their financial obligations to do so without delay, as this is crucial for the APU to perform its role and continue its important work. Without the necessary financial support, the organization’s ability to carry out its mandate and make a meaningful impact will be severely compromised. It is essential that all member parliaments recognize the importance of fulfilling their financial obligations and prioritize this commitment to ensure the continued success of the APU.
“This appeal is especially urgent considering the APU’s transformative phase, marked by unprecedented openness and partnership development, promising an enhanced role on the international stage and advocacy for values aligned with the aspirations of the populations we represent.”
The conference is poised to discuss critical issues of combating insecurity and terrorism, and fostering intra-African trade. The conference theme recognizes the devastating impact of the scourge of terrorism on the African continent, as well as the potential benefits that Africa can derive by collaborating in trade and removing the barriers that hinder intra-African trade. These two areas are critical to the growth and development of our nations. In that regard, APU members a encouraged to make earnest contributions as mandated by its statutes. Africa has no option but to rise.
As representatives of our people, MPs were implored to tirelessly work towards the preservation and restoration of peace in areas of tension, deepening friendly relations among peoples, and advocating for the dignity and unity of Africa.
