Agriculture sector experts refine techniques for fifth biennial review report

NAIROBI, KENYA – A continental training of trainer’s seminar for agriculture development programme experts is taking place in Nairobi to prepare experts from regional economic communities to support the biennial review mechanism in data collection, to ensure that data continues to be of high quality.

 

This event centred on efforts to critically analyse the fourth biennial review cycle, examining challenges in terms of coordination, data quality, new indicators, and updates to communication tools, including the e-BR platform.

 

From 5-7 March, Africa’s agricultural sector experts will turn their ‘batteries’ on reaffirming the principles and values of the CAADP process, reaffirming improving financial investment in agriculture, commitment to reducing poverty by half through agricultural growth, commitment to zero hunger,

 

Commitment to strengthening the resilience of livelihoods and production systems to climate variability and other shocks, and commitment to implementing services and amenities in intra-African trade, are also part of the discussions.

 

Over the next three days, the regional experts will receive intensive training on the updated technical documents, including the technical guidelines, the country performance report template, and the improved e-BR system.

 

The Head of the Rural Development Division and Acting Head of Agriculture and Food Security at the African Union, Janet Edeme, said in her opening remarks that the critical analysis was carried out to ensure the continuous improvement of the biennial review process and to address past challenges to increase inclusion and ownership, whose process was made participatory, incorporating key stakeholders.

She emphasised that communication and advocacy of the process and results remain a challenge, adding that “we need to find strategies to overcome these challenges, so we will not only focus on indicator profiles but also on strategies to improve data quality and strengthen communication and awareness-raising efforts to ensure greater impact and visibility of the results.”

 

Janet Edeme took the opportunity, on behalf of the AUC, to thank everyone for the roles they played last year in developing the Comprehensive Africa Agriculture Development Programme (CAADP)’s new strategy and action plan for the next 10 years, to be implemented from January 2026 under the Kampala Declaration.

 

The biennial review (BR) is the AU’s main mutual accountability instrument for monitoring progress in the implementation of CAADP, which relies on collaboration with AUDA-NEPAD, RECs, and technical partners (FAO, AKADEMIYA2063, AGRA, IFPRI and Policy Link.

 

This coordination seminar will serve to understand the coordination mechanism with the regional economic communities and the continental roadmap for the 5th cycle biennial review report to be submitted to the specialised technical committee in October 2025 and to the AU Assembly in January/February 2026.
