Tanzania Elected Chair of the African Committee of Climate Change Experts and Ambassadors

Dr. Richard S. Muyungi, Tanzania’s Special Adviser to the President on Climate Change and Environment, has been unanimously elected as the Chair of the African Group of Negotiators (AGN) for the Dialogue on Climate Change in Africa for the years 2025-2026.

This committee has the specific responsibility of overseeing climate change negotiation matters on behalf of the African continent, with the elected country tasked with representing Africa’s interests during discussions in all United Nations Framework Convention on Climate Change (UNFCCC) forums.

Dr. Muyungi is a seasoned expert and leader with extensive experience in leading negotiations at both national and international levels. Since he was appointed the Special Adviser to the President on Climate Change and Environment, Dr. Muyungi has played a significant role in shaping climate change strategies at both national and international levels.

As the Chair of AGN, Dr. Muyungi will lead Africa in climate change negotiations for a one-year term starting in 2025. In this capacity, Dr. Muyungi is expected to lead the negotiations of climate change experts at the 62nd meeting in Bonn, Germany, and the 30th Conference of the Parties (COP30) in Belem, Brazil, in December 2025.

As the Chair of the African Group of Negotiators (AGN), Tanzania is expected to host international meetings starting in 2025, bringing together participants from around the world.

Considering the history of hospitality of the people and the good investment policies initiated by Her Excellency Dr. Samia Suluhu Hassan since assuming office in 2021, Tanzania has been selected to hold this position.

Currently, Her Excellency Dr. Samia Suluhu Hassan is leading and is the founding champion of the clean cooking energy agenda, which aims to ensure affordable cooking energy in Africa to safeguard the health of women and children and to have beneficial transitional energy for our continent.

Additionally, during Tanzania’s one-year tenure as Chair of AGN, an estimated USD 3 million is expected to be generated from hotel services, food, transportation, and other services provided. Furthermore, an estimated USD 50 million is expected to be generated from investments in climate change-related issues during that period.

Dr. Muyungi of Tanzania is expected to receive the chairmanship of AGN from Mr. Ali Mohammed, Special Adviser to President Ruto on Climate Change in Kenya, who will chair AGN from June 1, 2024, to November 2024, during the 29th Conference of the Parties (COP29) in Baku, Azerbaijan, in November 2024. Congratulations to Tanzania, His Excellency the President, and Dr. Muyungi for being entrusted with these significant responsibilities on behalf of the African continent.
